Pondera Solutions was founded in 2011 with the singular focus of leveraging the power of cloud computing and advanced analytics to combat fraud, waste, and abuse in large government programs. Since that time, we have helped our clients prevent and collect hundreds of millions of dollars in improper payments.

Pondera offers a comprehensive cloud solution to detect, investigate, and enforce fraud, waste, and abuse. Our system combines program data with third party consumer and business data and then runs every business (Facilities or Retailers), rendering provider, and recipient through a series of procedural and prediction models.

The system flags transactions that violate predetermined thresholds and sends an Alert to an integrated dashboard "built by investigators, for investigators." Investigative and Audit staff can then analyze the lead, use our system to investigate the lead, and even create and manage a case for ongoing audit and enforcement activities.

Over 5 years of Enterprise web applications experience engaging in hands-on in-depth analysis, review, design, and development of software.

Summary

The Data Scientist - Predictive Modeler is responsible for the design and supervision of all historical and predictive Analytical Data Models, Analytics, and Data Science. This position is responsible for conducting and supervising modeling, data mining, and database analytics using advanced algorithms and tools.

This position will design and build models to work with large government data sets to identify potential fraud via the identification of known and previously unknown fraud methods. The position will be responsible for using cutting edge technologies and methods to deploy supervised and unsupervised prediction algorithms, statistical models, and applying statistical rigor to Pondera’s existing rules-based detection models.

The position will work with Pondera’s Research & Development department to build new and validate existing methods and models. It will also work with customers to validate the models, tune them on a regular basis, and monitor usage and effectiveness.

Essential Functions

  • Design and supervise historical and predictive Analytical Data Models, Analytics, and Data Science.
  • Provide statistical rigor to existing fraud detection models for issues such as spike indicators and peer comparisons.
  • Work with Research & Development (R&D) to create new models and validate concepts and models in the R&D pipeline.
  • Monitor transaction activity, utilization, and model efficacy.
  • Take the lead role in working with various project teams (including analysts and business designers) to discover and develop actionable, high-impact data analytics in a variety of customer business types including but not limited to Medicaid, Unemployment, Tax and SNAP/Food Stamps.
  • Maintain accurate and complete documentation on data models.
  • Formulate policies, procedures, and standards relating to model development and management.
  • Facilitate the design and implementation process for new products/projects, and evaluates impacts on the operation, informing senior executive of alternatives.
  • Assist in establishing standards and guidelines for the design & development, tuning, deployment and maintenance of information and advanced data models.

Education & Experience

Required

  • Master’s degree in behavioral or natural sciences, business analytics, applied mathematics or comparable field.
  • Minimum 5+ years of experience in programming, data mining, statistical analysis and modeling to include experience with manipulating and analyzing clinical and financial data at an expert level.
  • Experience with Linear and Logistic Regression, Generalized Linear Models and Generalized Linear Mixed Models.
  • Experience with Neural networks, decision tree algorithms, Naïve Bayesian models, Association Rules, Sequence Analysis, and Support Vector Machine models
  • Experience designing and deploying models for clustering analysis, segmentation and anomaly detection.
  • Strong foundation in statistical theory and practice.
  • Model validation management experience.

Preferred

  • 5+ years of hands-on experience with R, Microsoft Machine Learning, IBM I2, STATA, SPSS, S+, SAS Enterprise Miner or similar tools.
  • 5+ years of hands-on experience with T-SQL.
  • 2+ years of hands-on experience with Microsoft SSIS and SSAS in 2012 and above.
  • Experience in successfully developing and implementing data models in a non-education setting.

Position Details & Requirements

Location: Tallahassee, FL or Sacramento, CA areas

Typical duties include:

  • Review and analyze data (protected and sensitive) involving Government Programs such as Medicaid, Unemployment, SNAP, TANF, WIC, and Tax and Revenue
  • Utilize comprehensive data tools to identify, analyze, and interpret trends or patterns in complex data sets
  • Assist in the development and enhancement of Pondera’s analytics and suite of products
  • Liaison with Government teams of Investigators, Analysts, Auditors
  • Present findings in a clear and concise presentation format including Word, Excel and Powerpoint
  • Effectively communicate with appropriate outside authorities, client fraud staff, and law enforcement on fraud case inquiries via phone, email, and video conferencing while maintaining a strong focus on customer service
  • Complete projects in an environment with diverse, competing and sometimes conflicting priorities
  • Safeguard organizational Human Resources and financial sensitive information from unauthorized usage and individuals

Requirements

  • A Bachelor’s Degree in information technology, criminal justice, healthcare, business, government administration, mathematics, statistics, management information services, or closely related field;
  • At least three years of experience in data analysis or applied research; OR
  • Equivalent combination of education and experience
  • Must pass an extensive criminal background check (including but not limited to criminal history, motor vehicle report, credit check, and drug screening)
  • Complete HIPPA training
  • Complete projects in an environment with diverse, competing, and sometimes conflicting priorities
  • Position may require work at times outside of normal business hours due to National clientele
  • Occasional travel required

Skills Inventory

  • Excellent knowledge of data collection, analysis, statistics and data presentation with experience in data mining techniques and procedures
